Each Guild requires minimum levels in certain skills in order to be able to join. If you do not have these skill levels, you will be told to come back when you meet their standards. You must meet minimum skill levels in TWO of the skills required by the Guild in order to be accepted and promoted. Performing quests is all fine, well and good, but if you don't develop those skills, you'll never advance beyond the Apprentice rank.
